Reading between the lines of the new AIDS bill.

News that the White House wants Congress to put up $15 billion for the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (HR 1298) sounded encouraging at first. That princely sum triples the earlier funding for those diseases. Like most government efforts, though, there are some strings attached.
