Biotech investors are back. Sort of.

Itís official: the biotech industry is on the cusp of a financing boomlet. Through early October, the Amex Biotechnology Index was up 50% from its 2003 low of 311.69 in March. Investors have poured more than $10 billion into public biotech firms this year by way of convertible and secondary offerings.
